COPE is the four-part description every commercial property underwriter builds a rate from. It answers what the building is made of, what happens inside it, how fast a fire gets stopped, and what surrounds it. Below is what each element captures, how it moves premium, and where the data lands on the submission.

Construction

What the building is physically made of — the load-bearing walls, floors, and roof — expressed as an ISO construction class.

What underwriters ask for

  • ISO class: frame, joisted masonry, non-combustible, masonry non-combustible, modified fire-resistive, fire-resistive
  • Year built and year of any roof, wiring, plumbing, or HVAC update
  • Square footage, number of stories, and basement
  • Roof covering and roof geometry

Why it moves premium

Construction class is the single largest rating lever on a property risk. A fire-resistive building can rate at a fraction of an otherwise identical frame building, because the class predicts how far a fire spreads before it is stopped.

Occupancy

What actually happens inside the building — the operations, the hazards they introduce, and how much of the space the insured uses.

What underwriters ask for

  • Primary occupancy and any secondary occupancies in the same building
  • Percentage of the building occupied by the insured versus tenants
  • Vacant or partially vacant space, with duration
  • Hazardous processes: cooking, spray painting, welding, chemical or flammable storage

Why it moves premium

Two identical buildings rate differently when one is professional offices and the other is a restaurant. Undisclosed vacancy or a hazardous tenant discovered at inspection is one of the most common causes of a mid-term rerate.

Protection

The public and private fire protection available to the building — how fast a fire is detected, suppressed, and responded to.

What underwriters ask for

  • Public protection class (PPC 1 to 10) for the responding fire district
  • Distance to the responding fire station and nearest hydrant
  • Sprinkler system: type, percentage of area covered, last inspection date
  • Alarms: fire, smoke, and burglar, and whether they are central-station monitored

Why it moves premium

A fully sprinklered building in a PPC 2 district earns substantial credit. Sprinkler credit claimed without a coverage percentage and inspection date rarely survives underwriting review.

Exposure

Everything outside the building that can damage it — neighboring risks, and the natural catastrophe profile of the location.

What underwriters ask for

  • Adjacent occupancies and distance to the nearest exposing structure
  • FEMA flood zone and elevation
  • Distance to coast, wind and hail deductible structure, hail frequency
  • Wildfire and brush exposure, seismic zone, convective storm history

Why it moves premium

Exposure decides whether a risk is written at all. A Tier 1 wind zone or a Special Flood Hazard Area location changes deductible structure, capacity, and often whether the account goes to the admitted or surplus lines market.

Where COPE data lands on the submission

COPE is a framework, not a form. The data is entered in specific places across a property submission, and it has to agree everywhere it appears.
